Gatunek szeroko rozprzestrzeniony w Europie, na północ docierający do Wysp Brytyjskich, południowych prowincji Skandynawii i środkowej Finlandii, na wschód do Syberii Zachodniej, a na południe do Pirenejów, północnych Włoch i Karpat Południowych. W Polsce notowany z nielicznych stanowisk rozproszonych w różnych częściach kraju. Żeruje na strzałce wodnej — Sagittaria sagittifolia L., grążelu żółtym — Nuphar luteum (L.) Sm. i żabieńcu babce wodnej — Alisma plantago-aquatica L. Spotykany od maja do lipca. Samice składają jaja w wodzie przyklejając je do spodniej powierzchni liścia grążela żółtego (Krzemiński 1966).
