Gatunek rozmieszczony od Wysp Brytyjskich i obszarów północnych Fennoskandii przez kraje środkowoeuropejskie po północne Włochy i Półwysep Bałkański, a na wschód przez Syberię docierający do Kraju Nadmorskiego; ponadto notowany z Ameryki Północnej. W Polsce pospolity, rozprzestrzeniony na całym obszarze prócz wyższych partii górskich (w północnej części kraju spotykany rzadko i lokalnie). Występuje w wilgotnych lasach liściastych i mieszanych, dolinach rzecznych, na bagnach i pobrzeżach wód. Postacie dojrzałe po przezimowaniu w glebie pojawiają się w kwietniu na wierzbach, na których poławiano je do sierpnia. Rozwój larwalny odbywa się w żeńskich pączkach kwiatowych wierzby iwy — Salix caprea L. Nowa generacja ukazuje się w drugiej połowie lipca i na początku sierpnia. Imagines były spotykane również na wierzbie wiciowej — S. viminalis L., wierzbie uszatej — S. aurita L. i wierzbie szarej — S. cinerea L.
