Gatunek występujący w środkowej i południowej części Europy, wykazywany także z Algierii, Turkiestanu i Dagestanu. W Polsce dotychczas nie został stwierdzony w sposób pewny, chociaż od opisu gatunku upłynęło przeszło 90 łat. Jedynie A. Horion podał M. (M.) weisei Schilsky z Polski Zachodniej, ale bez bliższych danych. Wymagania środowiskowe i bionomia nie są znane.
Gatunek opisany z Algierii; szeroko rozprzestrzeniony w południowej i środkowej części Europy, notowany ponadto z Kaukazu, lasostepowej części Syberii aż po Wyspy Kurylskie. Ogólnikowo podany w 1971 r. z Polski Zachodniej, ale z braku konkretnych danych nie zaliczony do fauny krajowej. Obecnie, stosunkowo niedawno odkryty w Polsce na czterech stanowiskach. Występuje na ciepłych zboczach, suchych miedzach, miejscach ruderalnych i wysypiskach, żwirowiskach, nasłonecznionych brzegach lasu i wrzosowiskach. Larwy odbywają rozwój w łodygach bylicy pospolitej — Artemisia vulgaris L. i bylicy polnej — Artemisia campestris L. Postacie dojrzałe pojawiają się w czerwcu i lipcu i są najczęściej poławiane na roślinach żywicielskich.
