Cała zachodnia Palearktyka po jezioro Bajkał i Mongolię; zawleczony do Ameryki Północnej i tam od dawna zadomowiony.
Gatunek holocykliczny i jednodomny. Żeruje na gałęziach różnych wierzb. U nas notowany na Salix alba L., Salix caprea L., Salix viminalis L., Salix fragilis L., Salix pentandra L. i Salix purpurea L. Notowany jako szkodnik wikliny.
