Gatunek zamieszkujący środkową i wschodnią część Europy oraz Syberię, notowany ponadto z Finlandii, Karelii i północnej Szwecji. Rytownik irkucki jest w Polsce rzadko spotykany, znany z nielicznych stanowisk tylko w pięciu krainach. Biologicznie związany z sosną. Opada gałęzie i tylce po obłamanych gałęziach na uschniętych lub usychających drzewach. Komora godowa i chodniki macierzyste oraz żerowiska typu gwiaździstego są wygryzane głęboko w bielu.
