Gatunek holarktyczny, w Europie sięgający do koła podbiegunowego. W Polsce, chociaż nie jest jeszcze znany z kilku krain, występuje prawdopodobnie na całym obszarze prócz wyższych partii górskich. Zasiedla pobrzeża lasu, przesieki, wyręby w lasach, usypiska i żwirowiska. Żyje na wierzbówce kiprzycy — Chamaenerion angustifolium (L.) Sup. Samica w maju-czerwcu składa pojedynczo jaja w tkanki łodygi, uprzednio wygryzając w łodydze komorę jajową. W czerwcu-lipcu larwy żerują w łodygach powodując na nich owalne albo wrzecionowate wyrosła; przepoczwarczenie odbywa się w ziemi.
