Gatunek obejmujący zasięgiem prawie cala Europę oraz Syberię Zachodnią, w Fennoskandii sięgający poza koło podbiegunowe. W Polsce, aczkolwiek nie znany jeszcze ze wszystkich krain, występuje prawdopodobnie na całym obszarze prócz wyższych partii górskich. Występuje na pobrzeżach lasów, przy drogach śródleśnych i w innych zacienionych miejscach. Żyje na różnych gatunkach topól, głównie na topoli czarnej — Populus nigra L. Postacie dojrzałe żerują na liściach; kopulację i składanie jaj odbywają w maju i czerwcu. Jaja są składane w wycięcia na liściu, wykonane żuwaczkami przez samicę. Larwy żywią się miąższem liści, wyrabiając nieregularne, okrągławe chodniki, tzw. miny. Larwy dojrzałe opuszczają miny w lipcu i przepoczwarczają się w glebie. Wylęgnięte chrząszcze bądź pozostają w komorach poczwarkowych do wiosny roku następnego, bądź opuszczają komory i zimują w ściółce, pod opadłymi liśćmi lub wśród mchów.
