Północna i środkowa Europa.
Gatunek holocykliczny i jednodomny. Żeruje pojedynczo lub po kilka osobników na spodniej stronie liści wierzby wiciowej — Salix viminalis L., wierzby długokończystej — Salix dasyclados Wimm, i wierzby lapońskiej — Salix Lapponum L.
