Europa: Polska, Rumunia, Ukraina; Zakaukazie, Azja Środkowa. Podgatunek nominatywny żyje w północnej i zachodniej Europie na Salix Lapponum L. i Salix purpurea L.
Podgatunek holocykliczny i jednodomny. Żeruje w niewielkich koloniach na czubkach pędów i liściach wierzby purpurowej — Salix purpurea L.
